The rankings above are based on the 1998-1999 results of the French Elite 1 Championship (223 matches), the French Cup (11), the European Cup (55), the European Shield (70), the Welsh Championship (68), the Irish Championship (12), the Italian Championship (33), and an Inter-Scotch Provinces Tournament (3), as well as the 1999-2000 results of the French Elite 1 Championship (275 matches), the Irish Championship (12), the Scotch-Welsh Championship (132), the English Championship (132), the Italian Championship (33), the French Cup (7), the English Cup (5), the Welsh Cup (5), the European Cup (79) and the European Shield (91). All this makes for a total of 1246 matches, whose scores are considered here !

The points represent the average number of points obtained each year. The results of the teams present in the rankings only one year (absent from the European Cup or an elite national championship) are divided by two. The objective is to highlight the teams that have truly made their mark on European rugby. The other statistics (matches, percentage of wins and average scores) are calculated using all of the matches posted in the rankings.

In the overall rankings, Toulouse ends up first for the period from 1998 to 2000 With only one French title in 1999, the boys from Toulouse owe their position to their consistent performance. The French team finishes up just ahead of the Irish team Munster, whose position is the "punishment" for a mediocre 1998-1999 season, which was followed by an amazing 1999-2000 season. These top two are the only teams to have won at least 75 percent of their matches (along with Cardiff, who did manage to pull this off for one season). Rounding out the top three is Stade Français, French champion, winner of the French cup, and ever-present in the final stages of the European Cup.

With the absence of the English teams in the 1998 European Cup, the French are the big winners in our rankings with five teams in the top ten. The three big Irish provinces are also ranked quite well. In a very respectable fourth place we find the ever-solid Llanelli. The surprising Italian team, Treviso, grabs the ninth place in the European hierarchy. Bath is the highest ranked team among those evaluated on the results of one season only.
